What this is
Paid & Penalized explains how Medicare’s payment programs reward, penalize and adjust what hospitals are paid, one program at a time, from the data CMS publishes. Each site reproduces CMS’s published results, shows the arithmetic, and lets you look up any hospital.
Who builds it
Dalton Haslam, MD, MBA, builds and maintains it in his own time. His profile is on LinkedIn (opens in a new tab).
Conflicts of interest
Dalton works for a hospital system. Hospitals that employ Dalton, or once did, may appear on these sites. They go through the same formula as every other hospital, and the formula has not been told which ones they are.
Despite the name, Paid & Penalized has never paid Dalton anything. Its costs come out of Dalton’s own pocket, which makes Dalton the one being penalized. There are no ads and, so far, no sponsors. If a sponsor ever signs on, this section will name it.
What Dalton does get: practice explaining Medicare’s rules, whatever professional credit a useful site earns, and the odd satisfaction of making CMS’s arithmetic and data accessible to a broader audience. Listing those here is, admittedly, a little self-promotional as well.
How AI tools are used
AI tools help write this site’s code and draft its text. Every number comes from deterministic, published code run on public data, CMS’s above all, and is checked against CMS’s published values wherever CMS publishes them. Dalton reviews the work.
